Some words hang about Cuba's everyday life and it does so in a sense of urgency. It knocks at every door it can manage to. Wherever installed, it leaves no room for its opposite as long as the ones who take it persevere on assuming it as a behavior.

Thus, it is impossible to delay the conscious action of the citizens, both in the state and residential environments to strengthen the Program for Energy Contingency that the country carries out in order to diminish the consumption of fuel intended for power generation. But in Cienfuegos the alarm is set: after being considered among the provinces having lesser consumption for four months, it has increased such indicator for the current weeks of October.

According to Rodolfo Hernández Milián, vice- manager of Economy and Planning in The Pearl of the South, up to October 19th the province had exceeded its plan for this phase in 172 megawatts per hour. The largest increase was detected within the residential sector with an overconsumption of 4.6% while state enterprises and organisms used 96%.

According to Hernández Milián there are still some enterprises having an elevated waste such as the Pumping Station of Arimao Citrics, the Porcine Enterprise, Rancho Luna Hotel, the Cienfuegos Industrial Fishing Enterprise (Spanish EPICIEN) and Dr. Gustavo Aldereguia Lima Teaching Provincial Hospital (GAL).

As for the municipalities, only Cumanayagua and Aguada adjust to the established plan, although the population in these territories is considered over wasting.

In spite of the palpable restrain to power waste in the state sector, achieving a saving culture still constitutes an unsettled affair for the workers, thus a concern for the working movement.

Minerva Garcia Olivera, member of the provincial directorate of the Union of Cuban Workers (Spanish CTC), commented that there is still a long way to go in order to accomplish this goal. According to her, one of the gaps that have come to light in the controls carried out by the commissions created with such endeavor is the lack of coherence between the fulfillment of production plans and energy saving in some entities.

Among the arrangements impelled by the Union organization are the daily readings of the power counters, the disclosure of the entity´s energy consumption in bulletin boards and workers assemblies, the identification of key spots, as well as the acknowledgment to those who outstand in the fulfillment of the indications.
