Questionings about the establishment of naval bases in Panama is generating controversy today between civil society reprentatives and the authorities, on the ocation of the formal ceremony of All Soul''s Day. President of Peace and Justice Service (SERPAJ) in Panama Julio Yao questioned the opening of four naval air force bases in different spots in Panama.Recently, SERPAJ sent a letter to President Obama, saying that this meassure is incompatible with the Treaty of Permanent Neutrality and Operation of the Panama Canal. Minister of Foreign Affairs Juan Carlos Varela attacked Yao, telling him that he was twisting the truth. The also Panama's Vice president stated that measure is part of the efforts to stop drug trafficking in the country. Government and Justice Minister Jose Raul Mulino said the first base will be located in Chapera island, in Las Perlas archipelago. He also mentioned Bahia Pina in Darien province, which is at the border with Colombia, and Rambala base in Bocas del Toro province,in the Atlantic zone. Mulino announced in September the signing of a treaty of international cooperation to establish naval bases in Darien and Veragas provinces, but social organizations rejected due to possible North American presence in this process.
